The working paper series is run by the Institute for Governance, Policies & Politics (IGPP) of the Vivek Manathana Foundation, New Delhi. The main objective of the working papers is to publish ongoing research on the South Asian region in the form of research papers, made accessible to the academics, policymakers, civil society organisations, and the general public working on the region. Keeping in view of the IGPP’s mission and vision, these papers would like to bring different issues related to areas IGPP has been working. IGPP-VMF-SAGPP papers are published in both hard copies as well as on the Internet in electronic PDF format. The papers draw on the research being conducted at the Institute for Governance, Policies, and Politics, New Delhi, the contribution of the vising scholars, and external resource persons of the Institute.
