In India water resource management has been traditionally unsystematic and resource planning were based on narrow vision. The current legal framework pertaining to water in India is spread across a variety of instruments. There is a strong feeling among various section of the academia, bureaucracy and policy makers that we need a set of fundamental principles that would guide water governance throughout the country irrespective of divergence in approach.
